World Education Director Vacancies 2024 Detailed Job Description

Monitoring, Evaluation, and Learning Director

World Education, a division of JSI Research & Training Institute, Inc. (JSI/WE) is seeking a Monitoring, Evaluation, and Learning Specialist for an anticipated three-year, USAID-funded Tisamale Mabukhu “Let us take care of books” Activity in Malawi. The Activity aims to enhance the capacity of school community members and structures to ensure that primary school literacy teaching and learning materials are available in schools and communities and are distributed, cared for, managed, and used appropriately.

The Monitoring, Evaluation, and Learning (MEL) Director’s primary responsibilities are to provide oversight for the program’s planning, evaluation, knowledge management and monitoring, and operation of the activity’s M&E system at the central level. The MEL Director reviews and consolidates data from all the sites where the activity is being implemented; develops and harmonizes systems and data tools; elaborates reports to the donor; and transmits program data and findings for community and stakeholder use. S/He will ensure that performance monitoring, action research, and evaluations are consistent with program results and track activity progress towards achieving targets and results. S/He will also direct and coordinate field-based M&E specialists, and any other staff responsible for performance monitoring, oversight, and data collection and reporting. Finally, s/he will ensure TLM access, management and use outcomes, community engagement, gender, and disability-inclusion measures are consistently and systematically tracked and reported.

Responsibilities

Technical:-

  • Provide technical leadership in the development of the program’s comprehensive MEL systems/framework, methodologies, and strategy.
  • Develop data collection tools and protocols for monitoring access to TLMs.
  • Design an advanced data and TLM information system.
  • Conduct ongoing quantitative/qualitative data analysis at different points in the program leading to specific program/contract deliverables.
  • Complete field visits, as needed, to design performance monitoring/management plans alongside the program’s technical teams;
  • Oversee technical assistance and training to national stakeholders and community leaders on sustainable TLM access, management, and use.
  • Oversee the coordination of research studies and dissemination of key findings on national accessibility of TLMs.

Management:-

  • Regularly review program work plans to ensure timely delivery of USAID M&E-related deliverables.
  • Develop annual M&E plans and budgets for relevant activities.
  • Supervise and help build capacity of national-level M&E program staff to effectively monitor TLM access, management, and use.
  • Ensure regular reporting of M&E activities to all relevant stakeholders (including the Ministry of Education, Science and Technology and Malawi Institute of Education) and contribute to quarterly, annual, and program reporting for USAID.
  • Support capacity strengthening of district-level education service providers (including CBOs) to collect, analyze, and use program data for policy and decision making.
  • Collaborate with the technical team to monitor program progress in terms of USAID compliance requirement of results and indicators.
  • Work closely with technical staff and institutional partners to explain M&E processes and to understand how those processes relate to the technical work of the program, and provide M&E related training as needed.
  • Manage M&E informational resources and ensure M&E information and resources are current, available for staff, and widely disseminated.
  • Perform other duties as assigned.

Qualifications:-

  • Advanced degree in education, ICT Management, statistics, epidemiology, or related field.
  • Expert knowledge and a minimum of 7-10 years of work experience specifically overseeing and ensuring the success of MEL systems for USAID education and/or governance programs.
  • Demonstrated experience developing, education management information systems (EMIS) and databases, logical frameworks, performance monitoring plans, and performance and impact evaluations related to improving TLM distribution, availability, care, management and use.
  • Ability to develop and conduct program baseline, midline, and endline assessments.
  • Knowledge of a range of approaches to performance monitoring, impact evaluation, and research in areas including design, instrument development, sampling design, data collection, data analysis and dissemination.
  • Ability to utilize a wide range of software applications, including database applications.
  • Significant expertise providing technical assistance to program/host country government staff working on MEL activities.
  • Excellent interpersonal and team work skills. Effective communication skills, both orally and in writing to make formal and informal presentations and to compose professional and analytic reports and program documents.
  • Prior experience in the Malawian education sector is desirable, preferably including experience with national, district, and community level coordination with the Ministry of Education Science and Technology (MoEST), Malawi Institute for Education, and decentralized school structures; and
  • Must demonstrate strong oral and written communication skills in English. Proficiency in Chichewa is preferred.
