Operations and Administrative Officer, Ethiopia Learning Analytics Activity

Project Summary:-

The USAID/Ethiopia Learning Analytics Activity (LAA) provides advanced, cutting-edge learning, monitoring, and evaluation (LME) support for USAID/Ethiopia. The contract supports the Mission in planning, designing, conducting, disseminating, and learning from evidence on its development activities. It focuses on deliberate learning, with the intention of driving program results faster than traditional LME activities. The contract also enhances the institutional capacity of host country and local partners to improve capacity, their accountability, and their use of evidence for programming, learning, and adapting. This contract is a five-year project, ending in April 2028.

Position Summary:-

The Operations and Administrative Officer will coordinate all operations, HR, and administrative tasks needed under the USAID/Ethiopia LAA Contract for MSI staff and STTA. This is a full-time position based in Addis Ababa, Ethiopia.


  • Support the Headquarters (HQ) Project Management Team (PMT) to ensure effective staffing and operations of the USAID/Ethiopia LAA.
  • Support the PMT in project recruitment for short-term and long-term positions through CV screening, coordinating with candidates, collecting required documentation, and preparing onboarding requirements.
  • Support HR planning, in coordination with HQ PMT.
  • Plan and execute administrative and operational orientation and induction of all new staff.
  • Plan and oversee staff training and development opportunities when needed.
  • Work closely with the MSI HQ team to finalize staff agreements and contract extensions.
  • Negotiate and manage vendor relationships and services, including but not limited to contracts for travel agents, airlines, hotels, etc.
  • Support long-term and short-term technical staff in the travel arrangements to field assignments including hotel reservations, ticket purchase, local transportation, etc.
  • Perform procurement tasks to support project activities such as finding potential vendors, preparing bid matrices and Micro Purchase Orders.
  • Facilitate and ensure compliance of staff timesheets procedures.
  • Review project staff expense reports and submit them to the PMT for processing, ensuring accuracy and inclusion of all backup documentation.
  • Perform other tasks as assigned by the HQ PMT.


  • Bachelor’s degree in management or related field required.
  • Minimum five years of relevant experience in an operations, HR, or administrative role for international development organizations required.
  • Minimum two years of relevant experience managing staff preferred.
  • Strong oral and written communication skills, including report writing, required.
  • Fluency in Amharic and English required.
