Self Help Africa Consultant Vacancies 2024 Detailed Job Description


Purpose and Scope of Work:-

  • As part of the study, we seek expert inputs to estimate the costs of increasing the resilience of WASH services in Thyolo district1, contrasted with costs of not doing so.
  • This will help provide ‘big picture’ numbers that can be highly valuable in advocacy, resource mobilisation and increasing sector focus and commitment on climate resilience.
  • We understand that undertaking a full Cost-Benefit Analysis (CBA) may be challenging, we do believe that broad calculations, using input costs that can be collected by the team, together with some stated assumptions, would yield highly valuable figures.
  • We will undertake an estimate of incremental costs of resilience in Thyolo WASH services, and then calculate (with some assumptions) costs of avoided damage/continuity of WASH services.
  • This will give some headline figures of the economic rationale in investing in the resilience of WASH services.
  • The outputs of this cost modelling, and an explanation of the methodology and assumptions used, will be included in the final study report, and excerpts used in the learning and advocacy briefs.
  • To ensure credibility and requisite expertise in undertaking this and in the outputs, we intend to engage an expert (consultant) in this space, who would work with the wider SHA and Bristol University team, to lead on this cost modelling workstream.
  • This workstream would benefit from additional advisory guidance from Guy Howard of University of Bristol, and SHA’s Global WASH Advisor.
  • The consultant will work with the wider team, and in-country information/data can be (within reason) undertaken by the SHA Malawi team and local climate consultant.
  • This cost modelling work is a relatively modest component of the overall programme, and we envisage it would be led by a contracted external consultant for remote-only inputs over 7-10 consulting days, between December 2023 and March 2024.

Key Activities / Tasks:-

  • Involvement in kick-off calls with the wider project team, to discuss scope, outputs and likely data needs
  • Desk review to inform methodology / approach / source wider secondary data
  • Development of the basic financial model (e.g. spreadsheets) to allow data input and scenario modelling
  • Sourcing and calculating cost input data, guided by the expert, with some of the actions to collect and collate this information undertaken by SHA and Bristol University and local consultant Climate experts
  • Financial modelling, and presenting for feedback and discussion within the overall SHA and Bristol University project team
  • Write-up of the relevant section of the final report, and incorporation of this into the learning and advocacy briefs/slide decks (and brief review of written outputs by other team members where this touches on findings of the costing work).


  • A final report, including methodology, assumptions, findings, and interpretations of the modelling outputs, which will be integrated into the overall final study report.
  • It will include a short summary that can be extracted for use in learning and advocacy briefs.
  • Cleaned database/spreadsheets used for the cost modelling, which could, theoretically, be used in future for similar purposes.

Duration of the Assignment:-

  • This cost modelling work is a relatively modest component of the overall programme, and we envisage it would be led by a contracted external consultant for remote-only inputs over 7-10 consulting days, between December 2023 and March 2024.

Required Expertise of the consultant:-

Applications are invited from suitably qualified individuals with knowledge and experience in undertaking such an exercise. The desired qualifications and experience are as follows:

  • Masters degree in economics, WASH, climate change or other related discipline.
  • Significant experience undertaking cost-benefit analysis and other economic analyses, ideally on climate change/resilience and WASH.
  • Ideally a recognised name in the global WASH sector, as an individual expert, or through the institution that they are associated with (if applicable).
  • Report writing skills, strong clear written and spoken English.
  • Demonstrated experience in research, document review, data collection and analysis.
