Senior Program Manager, Malawi Youth Landscape and Learning Platform (NEW)

Youth Excel is a global program that to date has supported approximately 110 local organizations in over 20 countries to strengthen their positive youth development outcomes using implementation research, intergenerational dialogue, and knowledge mobilization. Youth Excel supports its partners’ capacity in all of its activities and offers participatory grant-making methodologies. Youth Excel includes $15m core funding and a $15m buy-in mechanism for USAID.

The Youth Landscape and Learning Platform (YLLP) is a discrete buy-in activity of  $2.3m under Youth Excel. It is funded by USAID/Malawi and reports to an Activity Manager in USAID/Malawi. YLLP has three tasks: Youth Landscape Analyses; facilitating a learning agenda for USAID/Malawi; and youth-focused data anlaysis, visualization, and presentation. YLLP manages 2-3 local partner subgrantees in Malawi and a Youth Cohort Group of young leader advisors. YLLP carries out research, learning, data analysis, and youth development advisory services across sectors.

The Senior Program Manager oversees and/or manages all aspects of the project and/or multiple programs assigned to a specific country. They are responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified. This candidate will represent IREX inside the country or region.

Your Background & Skills:-

  • Bachelor’s degree in related field required; a master’s degree in a relevant field and preferable.
  • Minimum of ten (10) years of progressive job experience or a master’s degree and 9 years of experience.
  • Minimum of four (4) years of experience in the implementation of USAID-funded or other donor-funded initiatives.
  • At least three (3) years of work experience with donor programs working in subgrant management and financial management; proven experience supporting partners to strengthen their capacity.
  • A track record of at least five (5) years with youth in one or more USAID sectors and a demonstrated commitment to championing youth leadership and youth priorities in Malawi
  • Excellent ability to communicate effectively on the technical aspects of implementation in the youth development sector, with a wide variety of stakeholders.
  • Proven track record of working effectively to manage multiple subgrantees and oversee compliance and effective subgrant and financial management in the international development sector.
  • Must possess the technical, managerial, and communication skills to assume all job-related responsibilities of the Director position if needed.
  • Strong representational and organizational skills.
  • Experience in developing technical outputs (briefs, reports, and manuscripts).
  • Demonstrable experience in supporting assessments, surveys and/or analyses and familiarity with USAID’s Collaborating, Learning, and Adapting (CLA) and Positive Youth Development (PYD) approaches.
  • Demonstrable experience in developing and maintaining a range of working relationships including government counterparts, donors, implementing partners and other development organizations, local NGOs, youth leaders and groups.
  • In-depth understanding of the Malawian political, economic and social context and great familiarity with development opportunities and challenges of the country.
  • Demonstrated facilitation skills with widely diverse groups.
  • Demonstrated ability to manage complex projects in fast-paced work environments and deliver high quality results under tight deadlines.
  • Exceptional written and oral communication skills in English.
  • Must demonstrate valid proof of unrestricted authorization to work in Malawi.

Your Daily Tasks:-

  • Work closely with the Project Director; develop, review, repackage and/or prepare necessary technical and program-related reports, including presentations, briefs, posters, as well as communication assets and ensure accurate and high-quality products.
  • Provide technical guidance to collaborative events and initiatives to interrogate, synthesize, and apply data and findings from research and programmatic evidence from design to implementation to foster cross sharing and learning.
  • Oversee and support financial, operational, and administrative tasks in collaboration with the finance and admin teams in Malawi and Kenya.
  • Support capacity-strengthening for youth-led and youth-serving organizations and groups in applying Youth Excel’s approaches.
  • Facilitate youth engagement in YLLP and USAID activities, including overseeing quality of engagement including support to local partners to facilitate intergenerational dialogue events and ensuring logistical arrangements.
  • Coordinate and maintain partner engagement across USAID/Malawi, its implementing partners, line Ministries and external stakeholders in coordination with YLLP Project Director. Manage notes and records.
  • Create and implement activity workplans for country-level activities, in collaboration with YLLP Project Director.
  • Support the drafting, reviewing and providing structure to learning materials and products and repackaging of data as may be required by the activity.
  • Provide day-to-day management for YLLP activities with a focus on supporting local organizations who are co-leading or leading these activities at the local level.
  • Coach and mentor local partners and subgrantees in Youth Excel approaches.
  • Manage subgrants and subgrant activities in collaboration with the regional Sr. Grants Officer, which may include solicitation development, subgrantee recruitment and selection and due diligence, subgrant development, and subgrantee management and risk mitigation.
  • Contribute to Youth Excel monitoring, evaluation, and reporting as requested and author sections of workplans and program reports.
  • Contribute to YLLP and Youth Excel project communications such as collecting and sharing impact stories from sub-grantees.
  • Respond to country specific queries on YLLP and/or directing them to the relevant persons.
  • May include travel in Malawi and/or the region.
  • Participate in business development activities upon request.
  • Provide day-to-day monitoring and constructive advice/support to subgrantees that is in line with subgrants including compliance with U.S. government and IREX policies and financial management.
  • Collaborate with regional Sr. Grants Officer and liaise with subgrantees to oversee and track subgrantees’ funding disbursements and liquidations. Ensure timely and accurate subgrantee financial reporting and capacity-building support to subgrantees in these areas.
  • Address any reports of misuse of funds, violations of protection policy, and other complaints involving partner staff, contractors, volunteers, and beneficiaries, and investigate and escalate following appropriate reporting protocols.
  • Provide leadership to YLLP subgrantees and the Youth Cohort Group in close coordination and alignment with the Project Director.
  • Other support duties as needed.
